John Tory skipped important vote he promised to attend

TORONTO, May 17 /CNW/ - Yesterday at 5:55pm the Ontario Legislature voted
on the new Endangered Species Act - making it the gold standard for North
America and protecting our environment.
John Tory skipped the vote after promising to attend it.
At 4:00pm yesterday John Tory was asked ".on Endangered Species
legislation, are you in favour, will you be voting for it?" and he responded
"I will be coming back to Queen's Park to vote for it, later this afternoon."
But when it came time to stand and be counted John Tory was nowhere to be
found. He skipped the vote.
Yes, the same John Tory who said: "It starts with keeping your word and
doing what you said you would do,". (Woodstock Sentinel-Review-March 21, 2005)
He promised to be there, but failed to show up.

    Why?

Was it because his leadership is so weak he couldn't rally his own caucus
to support the environment and protect endangered species?
Was it because he knows his new radical right-wing candidate Randy
Hillier is against the legislation?
Was he embarrassed that his own Environment Critic was voting against
protecting the environment... again?
Was this all part of the secret deal John Tory struck with Hillier's
Landowner's Association so that they wouldn't run their own slate of
candidates in the upcoming election?
Only John Tory knows for sure why he didn't keep his word.
Is this what he meant by "different kind of leader"?
